Shall Google Update Pagerank To 20 Or More Instead Of 10?

There are many web site have Google Pagerank of 10. For an example, Adobe, Apple, GMail, Macromedia, NASA, World Wide Web Consortium, Google, Real Media and many more.
So how much web traffic or backlinks to make it [tag]Google[/tag] [tag]pagerank[/tag] of 10? Why not pagerank 20, 30, 40, 50, 60, 70, 80, 90 or 100 instead of 10? What happen to those web site(pagerank 10) web traffic keep increase?
Shall Google update pagerank to 20 or more instead of 10? Personally I think it’s good to have more ranking to keep track, the pagerank idea is fantastic.
